P=Passenger (as opposed to LT=Light Truck)
195= Width of tire, in mm, at it's widest point (not the tread)
60= ratio of height to width (aspect ratio) also known as profile or series
R= Radial
15=Rim diameter in inches
S=top speed 112 mph
T=top speed 118 mph
H=top speed 130 mph
V=top speed 149 mph
Z(unlimited)=top speed 149+ mph
Z(limited W) =top speed 168 mph
Z(limited Y)=top speed 186 mph
The tire's top speed is determined under controlled laboratory conditions. A test tire is spun at increasingly higher speeds until it disintegrates.
H and V rated tires, when agreeing in size and load-carrying capacity, are NOT interchangeable. A V rated tire will grip the road more efficiently than an H rated tire will, thus potentially causing a driveability problem.

P = Passenger Metric which is the sizing system used for light duty passenger vehicles. LT = Light Truck Metric which is the sizing system used for medium and heavy duty pickups, vans and commercial vehicles. A letter like C, D, E or F are the Load Range indicators would indicate the load carrying capacity and maxiimum inflation pressure of a LT-Metric tire A/T means All-Terrain and is not part of the tire size. It merely describes a type of tread pattern for marketing purposes. BTW None of the ways you have written out tire sizes in your question are accurate. A Passenger Metric tire would be correctly represented as: P265/70R17 113S A LT Metric Tire would be expressed something like this: LT265/70R17 121/118R Load Range E

RE:
what do the letters in the tire size mean?
what's the difference between tires that are 195/60VR15 and 195/60HR15? Are they interchangeable?

the numbers are called the aspect ratio of the tire. 195 is the width and 60 is the side wall section height and 15 the rim size. the H and the VR are speed ratings, they are not able to be mixed you should never mix tires of a diff aspecgt ratio or speedratings.

The V and H are speed ratings if I remember correctly. They are interchangeable in that they will both fit the same car, but if the car is high-performance it will probably require some minimum rating or other for optimal performance.

they are inter changeable completly and you can run 2 different speed rated tires with no problem as long as you dont go over the speed of the lowest tire. the v rated tire is capable of 130+

They should be interchangeable but only if you are changing two front tyres or two back tyres you should never run different tyres left to right on either the front or the back but can run different tyres front to rear.

Not sure what the H is but the R is for "RADIAL" tire. The H may mean HIGHWAY but I am not sure. Pops
