I don't know about the law, but if you do it to me and I outrun you and catch you, I will sit on you until 911 shows up and we both find out. You can really startle a driver and cause an accident. Don't be stupid.

I threw a Large Wendy's Frosty at a car once... a long time ago in California... lol... And I got pulled over by a cop, and was given a warning ticket. He said I could be charged by the owner of the car for vandelism. If you discharge anything and it hits another person's property.. they *could* call the cops.
However, I say good luck proving anything with a water balloon. Just make sure you don't cause an accident!

Ranging from nothing (if you throw a water balloon at a parked car) to manslaughter (if you throw something at a car causing a driver to have an accident and die).
If you want to do something to "get" someone, I would suggest doing something to a parked car that won't damage it...eggs on the windshield, shoe polish on the windshield, something like that. Not much that can legally be done about that.

Quite a fashion statement, if you're a moron!! Don't be stupid, stuff like that is immature and could cause a serious accident. Get caught and you will find out what a jail cell looks like.

In Florida you can be charged with "Hurling a deadly missile." Which is a felony by the way.
