friend worked 99 hours during pay period (bi-weekly 80 hours normally). he was asked and he AGREED to take 80 hours this pay, and have 19 hours put on next pay. Later he was told he must get over 200 hours a month to get ANY overtime pay. Isnt this illegal?

It depends on the state laws.

Generally the Fair Labor Standards Act (a Federal law) requires overtime pay if an employee works more than 40 hours in a week. There are some employees that are not covered, but I couldn't tell the exact rule. The link below is the Department of Labor's FLSA Overtime Security Advisor.
