The Browns moved to Baltimore over stadium and revenue issues. The NFL grudgingly allowed Art Modell to relocate with the condition that the Browns history and records stay in Cleveland, essentially making the Ravens an expansion team.

The seasons without a team in Cleveland were 1996, 97, and 98.

The Browns were "revived" for the 1999 season and the team records and history were retained despite being an expansion team.

In most cases involving professional sports teams, when a team relocates to another city, the history and records go with them even if the nickname and colors are changed.
