I live right on the edge of the "city", I am interested in miniature horses ( less than 32" high at the wither) as a backyard pet in our 1/2 acre yard.

Check with your local animal control. Most ordinances go by footage requirements. If you have proper footage between your neighbors you can get one. It also depends on what the zoning is for your property.

No. Most animals with hooves instead of paws are considered livestock and need to be housed in an area zoned as agricultural.

probably not, mini horses are still considered livestock and no livestock allowed in city limits

they use them instead of seeing eye dogs,might have to be blind to have one in city limits,the people who sell them should know,sea horses are
