My guess is that dogs emit strong scents in that area. It is a way for them to get to know each other and determine if the other is ready for mating.

It's their way of saying hello and to tell about the other dog. Like it's age or even the sexual gender.

a scent can come out, (gross, i know) and itcan tell the other dog the other ones age, health, and sometimes, mood. i absoulutly love dogs, so i learned it on a dog show
