One of my good friends' youngest daughter was born w/ a cleft lip & pallate. Today she's a happy & healthy 6y/o and has gone through surgeries to correct the problem. Later this month she'll have a surgery to have bone from her hip removed to construct the roof of her mouth...

The process to correct this will occur over many years of your niece's life. Talk to her pediatrician and consult w/ doctors at your local children's hospital. This condition can be safely treated =) As for "handicaps" the only ones I know of for sure w/ my friend's child is some speech and eating issues she had to deal with - but they got everything worked out.
As for the frontal lobe - I can't give much advice there. Just speak w/ the Dr. and get all the info you can to help out your family.

Your niece's parents should discuss this with a doctor. You seem really concerned and so maybe you could be part of that process, too.

I'm not a doctor and don't know what you can expect, except that other people might not always recognize the beauty and unique wonder of your niece if she doesn't look like a typical cute baby. It's so sad, but true, so those around her need to make up for that with love and attention-especially as she gets older, before all the corrective surgery is completed!

A baby should be able to compensate for the loss of the bit of the frontal lode.

She will just need an operation in a couple of months. There will always be an abnormal look about her face but she should be fine after the surgery. Goodluck.
