The terrible governments you speak of are only there because of the chaos caused after the west gave away their control of their colonies. Because of this, the west is semi responsible. However, nobody is stealing from Africa. Big western companies may be exploiting Africans as laborers and using the continent's resources to make money but that technically isn't stealing. And the west contributes billions of dollars of aid to africa for "free". There are always good and bad people in this world.
