Right-click on Toolbar
Make sure Lock Tool bar check mark is Removed by left clicking on checkmark
Slide up to Toolbars
Slide down to New Toolbars
Left Click on the Top Edge of Your Enlarged Toolbar
A double sided arrow appears
Go downwards to down-size Your Enlarged Toolbar
Right click on Tool bar and Left click by Lock Toolbar to Lock it again

select properties
the choose the appearance tab
Change the setting in this box.
Otherwise do like the previous answers say... But be persistent as it can be stubborn sometimes to drag the task bar down or up.

Right click on empty area on task bar.
Menu pops up---left click on lock the task bar ( remove check).
Move cursor to top of task bar see double arrow---
hold left button down move cursor downward to shrink bar.

you should be able to scroll to just the top of it and
drag it down.. if not.. right click on it and than
unclick the check that says "lock the taskbar."
than you should be able to drag it down..
