There is a special paint for that, it will seal the cracks.

The question is are you sealing a sidewalk or a concrete wall anything that has cracked usually will move a bit more after it is cracked .i always use polyurethane caulk because it will move without tearing i am not sure if you can paint it though. There are many types of concrete patches but if they dry hard and solid they will crack because the ground id always moving.Good luck

You can either use one of the premixed plaster patching compounds, applied with a putty knife, or brush on a thin mixture of straight portland cement and water.Wet the cracks thoroughly first.Sand smooth before painting.HD should have the former.

abatron makes some great epoxy type patching materials,,,,this may be overkill for your project though,,,,,,the most basic fix could be an acrylic exterior spackle,,,acrylic caulk could work wonders also,,,,
dont use silicone, you wont be able to paint it,,,,it wont stick

masonry caulk will work great also,,,you could get this at any decent lumber yard, or big box stores,,,
