I'm wanting to place plexigalss inside my bathroom window so I have cool light coming through, but so people walking by (it's next to a sidewalk) can't see through by getting close to the window. I hope this is possible! Thanks in advance for the paint advice!

Try using an acrylic latex paint. Do not use a solvent-based paint as it might ruin the plexiglass. Finally, experiment first. Don't use anything on the real stuff until you have confirmed that the latex paint will work.
