first your c needs to go to a b then you need to talk to your councilor he/she has or can get the proper paper work

As far as I know there is no policy for exchange students up to high school in Korea.
They don't provide any English speaking teacher for foreigners.

Talk to your school - the guidance councellor or the principal. When you write your letter asking to be an exchange student please use spell check.
