I'd recommend posting your idea on guru.com or www.rentacoder.com. I use it to find programming and website development work. Provide as much detail as possible and various companies will bid on how much they charge to build your site.

If you're not looking for anything too advanced you should be able to get a decent travel website for about $500.

What exactly do you need made? A "travel website" can be four-page online brochure for a travel agency or a full-blown community-driven destination guide like IgoUgo.com... The prices will vary accordingly.
