You are right that he isn't a conservative in the traditional sense but then again what is the traditional sense of it. Many moderate democrats like Bill Clinton were as conservative with social programs as what is called a 'conservative' Republican today.
I guess to answer your question, Bush is a conservative when it comes to conserving funds in relation to the poor. He certainly is not a conservative with it comes to corporate welfare, military spending or faith-based funding.

But he did cut taxes for everyone.
And a compassionate conservative saves the taxpayers money.
He , or more realistically Congress, didn't save anyone money.

Bush is a "Neo-Con." Neo-Cons are the group that has taken control of the Republican party. Their primary concern is Israel. They believe the well-being of Israel is far more important than the well-being of the United States.
True conservatives really shouldn't support the Republican party anymore. It has been destroyed.
The reason the US attacked Iraq is because Israel wanted us to. If we take Iran, it will be for the same reason.

He is an extreme conservative who apparently does not think for himself, but operates on auto pilot of cliches and bad advice. His ego alone has caused great problems in our world. His "bring it on" remark said a lot, when he was speaking of an escalating war that he started.
