If I start with the roof, what would be the least expensive roof material. If I start with the outside walls do I buy the sheets of wood and nail them to the present wood walls?

you have to rebuild the walls before the roof, depending on how rotten the walls are. You wouldn't want to try to walk, work on a rotten mounted structure! Without a good foundation you can not build. Houses are built from the ground up, not the roof down.

you should start with the roof first or esle the leaks in the old roof may allow the new walls to become water damage you should remove the old wood first if possible and make sure you hit studs... the cheapest roofing material is probably going to be shingles... and as long as there is 2 or less existing layers of shingles you can just throw new ones right on top... if you really want to be cheap about it...

Every repair should start on the top. For the roof, install a material that last for a long time, although quite esxpensive, it saves you money in the long run. Regarding the outside wall, if it requires to be replace, replace it with the kind of materials that will withstand nature and will last for a long period of time.
