Simply put, the meaning of government is to "provide unmet public needs". This from economics class.
The definition of "unmet public needs" is a pretty vague one, though. It could mean needs that the private sector is economically unable to provide, does a poor job at, or has encountered financial trouble doing, and the downfall of a company or companies would negatively impact the nation (witness the Conrail saga of the mid-1970's).
I agree with you that the role of government has expanded drastically over the last several decades, and that doesn't come cheap, which is why we pay such huge amounts of our income in taxes.

When you take someone who has the potential to be a human and put them in a situation where they cannot be human and then expect a miracle, that seems like what we call government. But in reality it is a necessary evil. The meaning of government is: the form or system of rule by which a state, community, etc. is governed.
So, simply put government governs.

If you refer to the PURPOSE of government (not "meaning"), then it's SUPPOSED to be to protect our rights and liberties through minimalist public administration. Unfortunately, there isn't a government in the world that has performed that job adequately without abusing their power and depriving its subjects of their liberties.

Who builds the roads? Who delivers mail? Who provides policeman to protect you from murderers? Who provides the fire department in case you have a fire? Who builds parks and stuff?

Well, if you want to suffer then overthrow the gov't. If you want CHAOS, overthrow the gov't. You can rob, and be robbed. You can rape someone, you could get also yourself raped. You can kill, and you'll get yourself killed also.
