That's a hard question. Tom Hanks is an amazing actor & one of my favorites. I don't think I can choose a 'best' film by him. Some of the movies he's made great just by starring in them, taking weak plots and making them stronger. Others, he'd put a very human element into overwhelming situations.
I liked Forrest Gump very much & watch it often, so by that criteria alone I'll pick it. I seem to watch it more than other movies he's done....but that may be because it had a wonderful blend of drama and comedy.

The "burbs" or Bachelor Party two classic films that were fun and typical Tom Hanks until he went Oscar hunting with almost every film he since then made.

Forest Gump is the all time hanks film for me, it has a touch of everything in it, its so entertaining .

1-) green mile ( not for the acting of Tom but the story was good )
2-) the terminal ( it was all crap unless Tom Hanks were starring )
He is such a gorgeous actor that he can act without speaking in english in the movie "terminal"
