im stuck in slateport magma is blocking maulville and the meusem when i talk to dock the bald guy he says his ferry is complete and says nothing about captain stern or the meusem what do i do now?

there is an old seaport, go in there, and talk to everyone. its on the right after you enter the town, i think there's an old boat outside the building. it's to the right of the open-air-sale
if this doesn't work, (even though i know it does) try talking to EVERYone in EVERY building
if it still doesn't work, that's because you didn't do what i told you

Try checking out the harbor (the building with the flat red top). You should see Capt. Stern being interviewed. Talk to him and you'll hear Team Magma talking about their latest theft. From there you can head to their base in Lilycove to stop them - the two Grunts who were blocking your way with the Wailmer aren't there anymore, and there's an entrance in the rock which is their hideout.

try going towards mauville city and you'll meet your rival there and they'll be gone after that i think
