can i keep herb plants [rosemary ,thyme, oragino] in the house over the winter ?,what kind of care do they need? what about chives&parsley? out side they are all in a large planter . no problem i have a place for it if needed.

Definitely bring them indoors so they don't freeze, but keep them in a window with sun or light anyway and keep pinching or cutting them for use and they will keep growing.

They are all different and can withstand different conditions. I think oregano dies outside, so it may live inside for a lot longer. Rosemary over winters in milder climates if it is covered with leaves to protect and thyme, I know nothing about. good luck.

you bring them indoors before the first nightfrost hits, put them where they have good light, and water them every 2 or 3 days

yes, just make sure they get sun light & that they don't get dry.
