how do i get regice on pokemon saphire?

Regice is located to the East and North of Dewford Town--you'll need Surf to get to it. Once you've entered the cave, go to the Braille and read it, wait for a moment or two, then press "A" again and the path should open.

Once the door to Regice's chamber is open, all you need do is walk up to it and press "A" to challege it. Its moveset includes:
Icy Wind: Ice-type that lowers speed
Superpower: Fighting-type that lowers the user's defense and attack
Curse: ???-Type, raises the users attack and defense while cutting speed
AncientPower: Rock-Type that may increase all user's stats

Regice itself is, of course, an Ice-Type with a very strong Special Defense and the Special Ability Clear Body, which prevents an opponent from reducing its stats. Its high Special Defense also means that even Fire-Type moves won't do much damage--if you want to put the hurt on Regice bring a Pokemon with a strong Fighting-type attack. It is level 40, so don't be too powerful but you won't want to underestimate it.

what David T is true. It is located in that route in the sea.
Just look to the left side for an archologicly trainer and the tomb will be very close to him.

There are three trainers like him and always near a tomb. If you find one, chances are that a tomb spot is near.

GO TO SOME WHERE IN A CAVE I THINK ITS REGICE IS IN THERE WHEN U GET THERE USE A ROCK POC. OR A GRASS OR A GOOD LEVELED POKEMON AND TRY TO USE A MASTER BALL IF U CANT CACH IT AND SAVE UR GAME BEFOR U BATTLE HIM SO IF U LOSSE U JUST TURN THE GAME BOY ON AND OFF AGAIN AND START OVER TYING TO CATCH HIM GOOD LUCK
