You need an on car brake lathe. If you're in your garage there is no way to do it. An on car lathe is very very expensive. Are you dealing with a honda? is that why you want to do it on the car? best thing to do is pull them, take them to get them turned. If not possible, take to the shop. Sometimes replacing the rotors is as cheap as turning them. check the price.

You use a brake lathe, which is a machine that most garages should still have around, but is way too pricey for the average do-it-yourselfer. If you take the rotors off, they can resurface them for you, but it may be almost the cost of getting new ones. Also, as manufacturers try to make things more and more cheaply, some rotors are so thin that you cannot get them cut, or resurfaced, without making them thinner than is safe. Any decent shop should be able to tell you that before they even cut them.
