Umm dude...it's your cousin. The only feelings cousins should have for each other is FAMILY love. Like a quick hug, handshake, pat on the back, etc etc. Cousins...are COUSINS, and thats the way it should stay.

If I understand you correctly, your cousin has feelings for you. This really isn't that unusual, but actually acting on it is kinda creepy, if you'll forgive my saying so. Especially if she's a 1st cousin. With a 2nd or 3rd cousin, it might be OK, though.
But to answer your question:
If she makes up excuses just to be with you, that's a pretty strong indication.
You'll need to decide if you really want to, or if you even should, pursue it.

She loves you as FAMILY and nothing more. She would make it completely clear to you if there was more. It is illegal in most countries to be with family, you should look outside of your family for the love of your life.
