O = Kiss (notice it is like a pair of lips forming an O and ready to give a kiss)

XO = Hug and Kiss

In military parlance, it means Executive Officer. In those services that use it, the XO is second-in-command under the CO, Commanding Officer. For example, Spock is basically Kirk's XO (even if Spock is usually called the Science Officer).
