“Prior to the late 1970s, instructional methods and material for adults learning English as a Second Language assumed the presence of literacy in a first language”.This was a culturally biased point of view which ignored the existence of communication without literacy.A more diverse immigrant population and a better understanding of non-English speaking cultures, especially those where literacy is not a factor, have brought a better understanding and awareness to this issue.Burt and Peyton describe pre-literate learners as those who “…have had little or no experience with written text”.This lack of experience can be directly related to the learner’s cultural background. Many learners may come “From cultures where literacy is uncommon in everyday life because the language is not written, has only recently been written or is being developed”. I know about the punctuation and citing the quotes. I had to take that out so everything would fit. Please give me feedback whether this sounds okay or not? OR a suggestion of what to change.

Very good ideas! It's obvious you've put some thought into this. My thoughts: cite your sources a little more clearly, and go back and rework your verb tense. The paragraph is quite good, BUT you have it written in two tenses. I would stick with just one--it starts off past, then goes to present. It just needs a bit of polish.

No, it does NOT sound like crap. You should make little changes as for commas, punctuation, space between periods and the next sentence, misspelling, little things like that. I will do them for you, ok? Here it goes:

"Prior to the late 1970s, instructional methods and material for adults learning English as a Second Language, assumed the presence of literacy in a first language”.This was a cultural biased point of view which ignored the existence of communication without literacy. A more diverse immigrant population and a better understanding of non-English speaking cultures, especially those where literacy is not a factor, have brought a better understanding and awareness to this issue. Burt and Peyton describe pre-literate learners as those who “…have had little or no experience with written text”. This lack of experience can be directly related to the learner’s cultural background. Many learners may come “from cultures where literacy is uncommon in everyday life because the language is not written, has only recently been written or is being developed”. This may explain why the pre-literate learners, which compose majority or the level 1 learners in the ESL program, are one of the most challenging."

Hope it helps. I was not sure if you meant OR or ON, counting the lines from bottom to top. I am not a native speaker but I study English a lot and I love doing this. to edit texts in my own language and also in English. If you ever need me for further works, you can always contact me. I love doing this kind of job.
Good luck.

-That 1st quote is kind of confusing unless you give some context about it first.

-You go from "This was a culturally biased point of view which ignored the existence of communication without literacy." to "A more diverse immigrant population and a better understanding of non-English speaking cultures..." without explaining what happened to create these 2 different situations.

Everything else sounds OK.
