With any treatment that may effect the whole hair for example colouring hair. Some types of hair/scalp may not be able to take the colour due to allergy/hair not able to take to any one chemical.
perming hair is another and the same reasons as above.
If tests are not carried out in any case hair could fall out/go green or orange/allergy to client which could bring on an attack usually on the chest/lungs may lead to serious illness or worst.
It has been over thirty years since i did all this and have forgotten all the technical side but what i have put is basic I know but may put you in the right direction.
You would carry out allthose tests prior any major treatment in changing hair type colour/perm
