I would think the tennant. You are responsible for the light bulbs inside your apartment, right? If this is inside, I'm guessing it's the same thing.

I don't know the law in California. A case in Idaho, where the parents of two children who were killed in a house fire, parents sued the landlord for not maintaining the smoke alarm and lost.

unless it states in lease that the landlord will do interior repairs of lightbulbs, etc. this would be the tennants responsibility.

landlord is responsible for putting in the smoke detector and to ensure it works, same with working hot water heater, stove, fridge, etc. but he's not responsible for the electric they use or such items, again that is tennant.

If the smoke alarm in inside your apartment you are responsible. If it's in the hall way the landlord is responsible.

Landlord when you move in, then you during tenancy. Same as light bulbs. Landlords should also check them every six months to make sure tenant has them working. Everytime we change our clocks, I have the tenants replace the batteries.

You are responsible for testing and replacing smoke alarm batteries unless you are specifically exempted from it in the lease. Read your lease and make sure.
