In the US, you need to have a long distance provider set up. Call your operator or your phone company and ask if you have one set up already, you can then ask them also for the rates. If you don't have one yet, they may help you as to what is available.
If you got all that, you need to dial 011 to dial out of the US, then the country code without the 00's, then the City code, (also drop the first 0, if there is one), then the number. Hope that helps

ok the country code for ireland is 00353 and then you drop the first zero from the phone number. so if the number is 01234567 then you would dial 003531234567. hope this helps.
