Hi,
I would say that the most energy efficient way to use light bulbs is with a maintained light level system. It works by monitoring the light levels (lux) and maintaining them to a level set by the user.
2D or low energy lights can draw up to 20 times normal running current (amps) for a moment when they start up.
Flourescent fittings do need to "strike" to start and this requires a large amount of energy, however when running are very efficient these days.
There are companies that sell energy management devices such as time delay switches that use PIR detection, this will turn off the lights when not needed and turn on again as soon as they detect moving body heat.
I hope this has been of some help

The ones with starters (tubes) tend to use more juice to start them up. Regular light bulbs consume the same to start as to run. Energy saving ones or LED's are the best.
Scottish Power give the Energy Saving ones away free and I'm sure other companies do too.
If your that worries about it, why not look at solar panels (not great for the UK environement) or a small wind turbine!

I use smaller wattage in my lamps. I rarely turn on the ceiling light. My watts usually are 25 to 40 watts. I have several small lamps here and there. I only use one lamp at night, and none other than night light in my bathroom all day. I use 15 watt bulbs for night lights and I love them in my bathroom because I can go in without stumbling around in the dark. I also keep another by my dining room window. It looks cozy and it is not as costly as you would think.

That is utter nonsense. Get yourself ECO-LIGHT BULBS they last around 3 to 5 years. No need to keep them on unless you go out at night. Eco-lights use only a third of the energy with the same effect.

Fleurecant bulbs use 1.6 times more on start up but give off more lux in the long run. Standard bulbs are constant. It is usually better to switch off after use.

Florescent bulbs would be most effeccted by this rule. The most energy efficient way to use light bulbs is to keep them off.

clear bulbs take the least energy for the most light, otherwise keep them off when you dont need them.

"Proper" light bulbs. Simple lightbulbs use as much electricity when you turn them on as they do when left on for three hours. With certain rooms, e.g the bathroom, it really is worth leaving them on!
