Mostly the states give people the right to vote. Blacks and other races vote under the 15th. And other Amendments give others people the right to vote. Obviously, not everyone in the US can vote.

Well your birth certificate and turning 18, and being registered to vote. That is because you were given the right to vote in various amendments.
