Because any vote is a positive endorsement of that candidate or party so it would be a dishonest vote if you don't like any of the candidates or parties.
You could say that, even if you don't like any of the parties, you could vote in order to try to ensure that the party/candidate you dislike the most does not attain power. However, whichever candidate was elected, you would not know how they would perform in government unless you are psychic so of course everybody has a right to moan about the government.
Though some people who do not vote might be too lazy to do so, that is their choice. Perhaps if the candidates seemed more exciting and intelligent they would attract more votes.
People fought for the right to vote but this should also include the right not to vote.

The simple reason is that people who don't vote usually don't because they have a very low opinion of what type of government they would get and what they can do. But although they don't vote, they still get a government anyway because some other morons are voting and the government that they do get does meet their expectation of dismallity and thieving.

If you are given a choice in a restaurant between eating rotten vegetables or maggot ridden meat and you choose not to eat either, do you have a right to moan about the quality of the food on the menu?

Well, for quite some time there hasn't been an effective opposition to vote for. Also it's often a case of the lesser of two evils.
