Because the institution of marriage is Holy in the eyes of God. He set up marriage between a man and a woman to procreate and replenish the earth. Therefore, the priest precided over the marriage ceremonies from the very beginning.
Even today we want God to bless our unions and to provide for our families. So, we go to Gods men hear on Earth the priest. Hoping for such blessings.

I doubt the veracity of your statement, but nevertheless; Priests , and other Christians, and most religions, believe that marriage is a sacrament; an act sanctified by God. The priest acts as the emissary for the church in the performing of the sacramental ritual.
Most governments recognize this belief, and license "ministers of the Gospel", and other religious leaders ( rabbi's) to perform the ritual as officers of the state.
So when a licensed minister( priest) performs a marriage, it is both a religions and a civil ceremony tied into one.
