In short, Smokey was an orphaned bear found after a forest fire in New Mexico. Public interest in the orphaned bear caused the New Mexico State Game Warden to make arrangements with the Chief of the National Forest Service to have the bear transferred to Washington with the understanding the he would be used as the basis for a campaign about forest fire safety.

Smokey was given a home at the National Zoo, where I actually visited him when I was a child. The Smokey the Bear campaign is the longest running campaign of its kind in the US.

The Original Smokey the Bear was a character dreamed up to raise awareness of the dangers of forest fires.
More recently, "Smokey the Bear" is a euphemism for "State Trooper". It is illegal to warn others of the presence of state troopers on the higway, so CBers just say "Smokey before exit nine" to alert others...

The story goes, Smokey was a cub orphaned by a forest fire. A ranger found him and took him home to recuperate, he was singed and suffering from smoke inhalation ( hence the name ). When the cub recovered, the ranger used him to help people understand why forest fires are so dangerous and why they should do everything to prevent them. Smokey became so popular the Forestry Service adopted him as the "spokesman" for their anti-fire campaigns.

smokey the bear is just a man in a costume that is used to get the message across to people that they can help prevent forest fires.
