Is this for decoration purposes, or does it serve a purpose? Also, can I lay it on top of brown mulch, or do I have to remove it and then put the red mulch around my trees, etc?

It serves the purpose as any mulch--retain water and retard weeds. It's just a higher grade mulch with a red color that's supposed to be more colorfast than most mulches.

The only plant that I have heard the red mulch is beneficial for is tomatoes. I don't think it is neccessary to remove the old mulch, just put it on top.
