I believe they dress for themselves to look the best they can at that time. If they're wearing a very nice dress and have a nice body they want to show people they are very proud of it. You don't have to stare just take a glance and make a mental picture. Or if you're close enough tell her she looks very nice. You may get a thank you or you may get a slap or a nasty glare. Good question.

Because they do get off on the attention. A woman knows when she is dressed provocatively, she knows when she looks hot, and she knows men are going to notice. I wish they'd stop with all the BS and just admit it.

Hey, man, stare all you want. I think I am a different kind of girl. I feel like if I make someone's day, than you know what? I have done my job... so if you ever see me walk by, you are more then welcome to just ogle until you grow tired of it. I will just patiently stand there and allow it as long as you wish.

It's all in fun,I have no problem with a man looking at what I have,especially when I display it,as long as they don't touch unless I invite them too then they can look all they want,to me it's not rude or perverted it's a compliment.

personally. i don't dress like that, and don't like to. but a lot of people like attention, then make themselves feel wanted by telling you not to stare! it's a strange life, being a woman...men just don't understand!

Sometimes it depends on which guy is paying attention and how subtle he is about it. It also depends on how you pay attention. If you congratulate her on how she is dressed, that is one thing. If you stare down her dress, that is another.

i dont dress provocatively but if you have the goods why not show them off I like it when the boys stare. at my age(34) it is really a compliment....
