You can drag the taskbar to the side of the screen - you can make it disappear all together so it's out of the way for certain programs. if your taskbar suddenly moves from the bottom to the side it can be confusing - so you lock it - it stops the rug-rats - moving it.

If you've locked the taskbar it should always be at the bottom of the screen. When you're on the internet and a pop-up suddenly fills the screen, including where the taskbar should be, you definitely know it's dodgy and it's time for emergency action!

The reason why you would want to lock the task bar is to prevent it from being moved into a different position on the screen. Also it is used to restrict the number of quick launches that are displayed on screen (Quick launch toolbar).

I use that feature to keep non-techie people from monkeying around with the task bar. Too many times I've had calls where someone has dragged the task bar to the side or dragged it down so small that they can't see it anymore and they have no idea how they did it or how to get it back.

If you have children or other users of the PC they can re-locate the task bar either purposefully or inadvertently. Locking the task bar prevents this from happenning.

For the reasons already mentioned (apart from ant's which is wrong) but also because it looks more tidy!
