who are the red hot chili peppers making fun of in Dani california?

when i wuz little, I used to be afraid of one of the people they made fun of in the video... I didnt know who he was and i Forgot about him but then I saw the video and remember how afraid of him I was..
It wasn't in the 80s hair bands, or the elvis or beatles scenes. Anthony, (the lead singer) was dressed up as him, wearing a wig, sunglasses, and a huge white coat?
