If you have timing controls or/and room thermostats, you can leave boiler on all time - - the controls should be wired in such a way that the boiler will only operate when the system calls for heat (via time switches or thermostats).

You will always see a small single flame in boiler (this is the pilot light) - this should be left to burn because it ignites the main flame when boiler is needed to heat water (see above para).

The only time you need to switch boiler off completely is for maintenance - or if you wish, during summer months (providing you have another means of heating tap water - e.g. electric immersion heater in hot water tank).

If you have no electric immersion heater, you will need to leave boiler on all time for hot water in taps - - it will still only fully light as controlled by the time switches though, and you will probably have a thermostat on your hot water tank to control system also.

Do you leave your car running in the driveway. NO That is why timers are fitted to central heating boilers.. If they are NEVER turned on they will use NO fuel, so it is a case somewhere in between..
Turn on one hour before getting up and turn OFF half an hour before going to work. Same for afternoon.

You need to leave the pilot light on but don't need to have the boiler running all the time..... just when you need heating and/or water.

In the winter it usually works out very little extra to leave it on all the time, but to save fuel turn down the thermostat when you go out or to bed

No if you do that then you will find you bill will go up loads, I turn mine on about 30 mins before i need the water then when im done switch it off you will find that it will save you loads of money.

which you can spend on something for your self...

Not necessarily. Get a timer and then have it come on and switch off according to your needs.

If you like hot water, yes. It'll only heat water as it needs to.
