Generally used to mean where the parents are divorced - but generally grown to mean where the parents are not together, or contacting each other in a positive way. It could also apply to single parent families where, for example, the mother has never married, and where the father is not part of the children's lives - so they don't get the role model of a father, some people are of the view that this has a bad effect on society because (let's say for example) in low income families there is a tendancy to be seduced by peer pressure and lack of discipline at home. That's just a view though - there are also plenty of single parent families which are not "broken homes" - for example where parents have divorced, but keep in regular, civilised contact and the children get to grow up with regular contact with both parents. it is also possible for a single parent (whether widowed, divorced or never married) to provide a loving and supportive enviromnent for children to grow up in - the idea of a "broken home" started in the fifties when the moral code was such that it was a social disgrace or stigma not to be married - now, it has come to mean more any family which is dysfunctional (ie not working)- for whatever reason.

Broken homes can mean one of two things.
1: Where there is a family split like one of the parents have left so there for the home is broken up divided split up.
2:Some professionals would use this term if the family where dysfunctional and not working properly but still together under same roof.
I myself find the words "broken home" a negative form of terminology as it reflects that the home is broken so therefor bad or not able to function properly. There are many family homes that have been divided but it does not mean that inside it is full of hardship,unhappiness or unruly children out of control.
