That decision is totally up to the parent or guardian. There is nothing critical or dangerous about "first rain", and there is nothing dangerous about being outside in the rain at all. The danger in being outside in storms comes from lighning and wind, not rain. If you want to play at the beginning of a rain storm, and there is no thunder/lightning or strong winds, my personal feeling is that hey...you should be allowed to. It should be completely safe. Rain water won't hurt you, unless you're the wicked witch of the west.

There are at least two things:
1.The first rains washes down the sky which is being polluted for a long period, unlike subsequent rains.
2.Sudden change in the climate, being accustomed to dry spells earlier..

I think it is because while the first rain from sky starts pouring in, it dissolves all the suspended dust particle, gases, fumes present in the sky, that may be injurious and infectious to the human body.
When the dissolved impurity are acidic in nature then by taking first shower one gets acid burn.

Dear
it is because
in summer the atmosphere is filled with all this polluting particles, dust, chemicals gas etc. When the first rain comes the same washed down to earth surface through water, forming health hazarding chemicals.
so the first rain now a days treated as harm full to health in metros and even in villages

good day
