When the women discovered that they can have various arrangements of their hair to add to their beauty, when the discovered that the long hair are ornamental and add romance to the affairs of love-as a lover plays with these-takes these away from the face and boos-om of the female. When they discovered that by putting flower arrangements in the hair and rinsing these with perfumed shampoos and oils the men can be seduced and aphrodised---------then the ladies start caring and nurturing their hair to catch the men-fish in the nets woven of these.

Probably when men realized that short hair is an advantage in a fight, since your opponent can't grab your hair and beat your face if it's short.
In addition, men suffer from baldness at a greater rate than women, so hair becomes a trait more commonly associated with women than men. Therefore, long hair is a "super-feminine" trait, much like bigger breasts.

Sigh in the Bible there is a verse in it that says that "hair is the glory of women", and another verse is basically (and i"m paraphrasing here) let a woman wear a veil or let her be shaven. And another verse in there pertaining to men about cutting their hair so that they do not look like women. Any who that is where this all stems from.
