False, at least as far as a typical user is concerned.

ROM is used for small programs like found in a BIOS chip. Some of the variables has special ways to store variables, but these are not in general use by a user.

ROM is generaly Read Only.

Dude, get the basics right.
Data can be stored in anything with memory.
So, we can store data in RAM (Random Access Memory) and ROM ( Read Only Memory).

Now, ROM has a set of commands that are permanently written so asto guide the processor before the RAM is filled .
Ex: Bootstrap loader (the first program or process that runs to load the Operating System OS).
It is read only , you cant change it.

On the other hand, RAM is temporary storage of data which is used by OS for repeated accessing of the same data.
It is costlier and faster than the secondary memory ( Hard-Disk , Floppy-Disk). It is the primary memory.

So, data can be stored in RAM manually but will be temporary.
But Data in ROM are permanent and cannot be changed.
