yes, you can run a vent stack horizontal .........well not completely flat it has to have enough fall in it to drain any rain water collected back down the drain..........and then up through the roof

You may wish to consider using an air admittance valve.This can save a deal of time and money by allowing soil stack to terminate in roof space, or in bathroom at a much lower level. Although commonly used now , it is wise to talk to local building reg`s department, who will often advise you on application. If you know a builder or plumber , ask them.

No it cannot be completely horizontal, But even a 5% rise would be ok. Still would have to check with local codes to know for sure

Yes you can run it horizontal then vertical. But do not let it have any down slope keep it at an upward angle
