If this is someone you have "just started to date" as you say, then you've got a while to consider the answers to your question!
It takes time, a lot of heart-to-heart conversation and contact (not the sexually explicit kind) to get to know somebody. It can happen fairly fast -- but that's not likely after only a few "dates"!
When you feel really comfortable (safe and secure) with that person, when you are as sure as anyone can be that he is honest, caring, respectful -- and if you feel the same towards him, well, then, take your relationship to the next level. And, when you get to the full on sexual level, please USE protection!
I have friends who have insisted on an HIV-AIDS test before having sexual relations with their partners. These days, unless you can be 100 percent sure he is a virgin, it might not be a bad idea. Better safe than infected!
If he really loves you, he'll understand.
And, in the meantime, there's a lot to enjoy along the way in a growing relationship. So, ENJOY IT!

I'd settle for thirty seconds.

But in my (admittedly limited) experience women seem to be much more patient in that department than I am.

I have no idea why; in every other department women tend to be the most impatient creatures on this planet.

I give up on trying to make sense of them....

A peculiar phenomenon assuring that the time is right.
A mystic simultaneous tap on the shoulder.

i suppose it depends on the person, i think the important thing is that you are sure the person is not out to only get in your pants, if you wanted to go all the way all along, and establish that he is not out only to get some action, and is actualy out to have a meaningful relationship, i think you will be fine.
