A very young frog is a tadpole. It has gills like a fish, swims by wiggling its tail like a fish, and eats in the water like a fish. It does that because it can't leave the water in its early life. (Eventually it grows legs and then can breathe air and leave the water.)

Frogs are just fish that evolved to grow legs and learned how to hunt insects with their tongues. At some futuristic date, they may further evolve to lay eggs on land but for now they're waterbound when they hatch and acting like a fish is the most efficient way to survive in water before they're legs grow in. It also means they don't have to worry about staying hydrated (which they need to do) and can concentrate all their time on just eating so they grow as fast as they can.

Cause they have fins and gills.Because of their fins they move like fishes and because they have gills they look like fishes and because of their body(which is like a fish's body) they act like a fish.
