A diamond could.
A carbide grinding wheel could.
A piece of hardened high speed tool steel could.
A carbide drill tip could.
There is a chart of Rockwell (hardness) numbers. They range from diamonds to talc. Look up with google and see that anything hard could scratch anything softer.

Reading your question (which most people do not seem to do)
Copper staple - No way
Scrap of iron - No
Steel wire - This COULD be possible. Some steels are very hard but rarely the steel used for wire making. In addition not all glass is of the same hardness either. If you have a soft glass (not likely with a table top) and a top hardness wire the answer would be yes. Any other combination no.

A diamond is really hard, so I think it could scratch a glass table top easily. Besides that, I can't think of anything else.

Depends on the glass.
I've seen such cheap glass tables that I could scratch them with my fingernails.
