Aamco equipment among other manufacturers make on car brake lathes. They cost $800 to $1500 depending how nice a lathe you want.
Many big production shops have these lathes, but they are not that common.
The best use for them is on front wheel drive cars with "captive rotors". With this "brain-dead design" the rotors cannot be removed without disassembling the bearing and hub assembly, usually damaging the wheel bearing in the process.
The majority of cars now are built the sensible way with easily removed rotors. These rotors have gotten very cheap lately (some cost less than $20) so many shops don't turn them anymore!
Some shops used the on-car rotor turning to do the front rotors on a rear wheel drive car. They also claimed to repack the bearings. Trouble is, they used a grease pump to pump grease in through the cap on the wheel and turned the rotors on the car. This forced old hard grease from the center of the hub ithrough the inner wheel bearing, making it fail soon after.
Many shops have brake lathes, but only a very few have on car lathes.

You can google seach that or buy from Snap-on.
The kit for front wheel drive cars is in the $1600 range
