because if they didnt call it out then it wouldnt happen. it's kind of like the activation switch. like if they went through all the motions and then didnt call out the name of it then it wouldnt go boom....and i hate the dubbed version of naruto. its so annoying with the english voices. and they dont even bother to translate the opening theme song! and dont even get me started on the end! they dont play the ending theme song which is like half of the fun of watching the show! oh it's kage bunshin no jutsu or tajuu kage bunshin no jutsu. shodow clone techniqye or mass shadow clone technique. sorry geeked out there on that last part

Thats easy, it serves two purposes. It sounds much cooler having attacks named.I.E. 1,000 years of death, rather than kunai up the ***, also they call out their attacks for fan purposes. How else will otaku be able to have arguments?
Steve: Hey Brian, did you see when Naruto did the clone kick flip down kick thingie?
Brian: yeah, but it's not as cool as Rock Lee's, kick, leap up, bandage wrapping pile driver technique.
You can see that naming attacks saves the time and effort of otaku conversations.

Simple: Anime characters have tiny, gnat-sized attention spans. If they don't remind themselves of what attack they need to use, who knows what would happen? Naruto might start swing dancing when he should have been doing a flying karate kick, he'd get killed, and the show would be over. Now, do you see the importance of saying what attack you're about to do? Heh, heh...

It's part of the pomp and cerimony that surrounds all such characters.
It wouldn't be nearly as influential if ther just 'did it'..
My son (11 y/o) always does the same when he is playijng a
Yu Gi Oh game he plays with his friends, so assume it is as you say at least universal.
