you have to go to your towns court house...both the man and women...fill out paperwork... if 18-21 you have to have a birth certificate under 18 and depending on your states law you must have a parent concent signature... you will be given the marrage license either that day or the next day and you must either get married and have it registured or return it without anything on it by 60 days of the date issued or you will be charged a fine by the state

You must return your signed Marriage License to the Register of Wills in your county within 60 days of it being officiated.

that all is done at DC office or Tehsildar's office you need to be there along with your spouse and two witness's from spouse and your end and that means close relatives may be your parents than a neutral witness..
