You can't have someone arrested just because he's a lowlife (unfortunately). He probably thought he was being funny with his "play on words". Tell him you don't think it's amusing and that his use of "carving" sounds like a threat to your girlfriend. If he makes a similar "play on words" in the future, you might notify the police that you feel this idiot might be a "person of interest" to them.

Logically, you should discuss it with him first. Tell him he needs to not joke like that (if he is only joking.) If it continues, it can be considered a threat. If the police do get involved, all they can do is have you fill out one of those notices where they have to keep a certain distance away from you or her. Of course, I forget the official term for it and sound stupid...
