1. I guess they just weren't excited about the answer.
2. Or maybe they just didn't have any better options??
3. Maybe only answered one part of the question
4. Maybe they don't like the answerer
5. Maybe there wasn't enough information in the answer
6. Maybe they're just jerks and don't like any answers and just picked one because they had to.
Either way, why not give more stars just as a thank you for answering? I don't get it either.

Because sometimes there is never a best answer, and you have to choose. So you pick the one closest to what should be the best and rate it a 1. Meaning, It wasn't the answer you were looking for, but thank you for trying.
